The answer can be given in four different situations. The application of each system is based on the circumstances of the cases. I would like to draw your attention towards four situations based analysis as noted below.

1. Know 100% correctly the exact time of birth. You have a birth chart prepared by Traditional Astrologer at the time of birth and not by computer-generated on the later date. There is no evidence for its authenticity. You can feed any date and get an Astro chart. For ascertaining the correct Lagna, time of birth must be 100% correct. Approximate time of birth may lead to the wrong Lagna and from the Lagna, Bhava comes. If there happens any major error in predictions, then the Lagna will be incorrect. Then sit with an Astrologer to get rectified Horoscope based on correction exercises and it is a herculean task too. Here correction will be made based on actual happening in life and adjust the Lagna.
2. Know 100% correctly the Month of Birth. You don’t know the time of birth, but know the date and month of birth. Then you can opt for Rasi based prediction.
3. Know 100% correctly the Star. You don’t know the date, time, month of birth. But you know only the Star. In that case, prediction can be done purely on Star.
4. Have no idea about any of the three factors. You lack any correct information on the date of birth, time of birth, and place of birth, lack any idea on Lagna, Rasi, Moon position or the Star. in such case, the best option is Hora based prediction. Also, you can opt for Hora based prediction. The prediction will be done without any requirement of your date, time or place of birth, but purely based on the planetary position at the time of the query. Date of month information also can be used for reading. Each Astrologer may develop their own system of prediction over a period of time and purely based on experience and observations.

The most powerful is Lagna, then Rasi and then Moon, if you know exactly the time of birth.

Incorrect Lagna leads to an incorrect reading of various houses and the entire prediction will go wrong in due course of time. In India, more than 90% time records for the official purpose prior to twenty years from now have no relationship with the actual date of birth. In more than 90% of the cases without written Horoscope, the query will be raised on the incorrect time of birth too.

Incorrect recording would lead to incorrect calculations and all will be going on the wrong side. All are inbuilt mathematical calculation based exercise and incorrect input will lead to incorrect prediction in all area.

Otherwise for getting a correct answer better to follow Hora based prediction and inform the Astrologer to carry out hora based prediction and inform about the lack of the correctness of any of the records related to birth.
